Havant’s Local Strategic Partnership (Havant Community
Partnership)
Terms of Reference (agreed by Havant Community Partnership
Board on 17 September 2008)
Aims and Objectives of the Havant Community Partnership
Local Strategic Partnerships are about partner organisations
working together to bring about quality of life improvements for
their communities. The primary objectives of the Havant Community
Partnership are therefore to:
- Develop and publish a Sustainable Community Strategy for Havant
Borough: the collective vision of the partnership which provides
for the needs of the current community without compromising the
needs of future communities
- Monitor delivery of the key priorities of Havant’s Sustainable
Community Strategy
2008-2012
and regularly review the strategy. The key priorities are:
1. Health and Wellbeing
2. Promoting Havant's Economy
3. Community

Safety
5. Housing and Infrastructure
6. Caring
for our Borough.
- Identify the key processes needed to ensure that the
HCP
can
influence, measure and hold public services to account for
improving services in Havant Borough
- Establish challenging performance indicators for the
HCP
, taking into
consideration the Hampshire Local Area Agreement and the National
Indicator Set
- Establish effective lines of communication between the
HCP
Board and
local partnerships/partnership groups
Values and principles
The following values and principles have been identified as
the foundation of the Havant Community Partnership (HCP) and all
HCP
Board Members
therefore agree to:
- Treat each partner as equal and with respect
- Allow each member to express views and be heard
- Be open to challenge and change
- Share experience and knowledge
- Protect the privacy of members of the public, when sharing
essential data
- Develop openness and trust
- Be driven by the desire to improve the lives of all residents
in the borough by working together to tackle the effects of social
exclusion and associated problems
- Promote equality of opportunity and good race relations,
working in accordance with the Race Relations (Amendment) Act
2000
- Work to develop a strong, diverse and sustainable local economy
in which local businesses and the environment flourish
- Remain non-political: any reference to politically-sensitive
issues should e addressed in terms of what is best for the citizens
of Havant Borough and not be allied to party politics
- Support the voluntary and community sectors to contribute fully
in the decision-making process of the
HCP
by securing resources to
enable participation
- Provide value for money and be accountable to the people of
Havant, gaining the best possible use of public money
- Consult with and give prompt feedback to, the groups and
partnerships that
HCP
Board Members
represent
- Commit to positive action and full participation in the
effective administration of the
HCP
by providing complete and
timely information when requested and updating information as
necessary
- Monitor and measure progress in achieving targets
- Declare any interests or business dealings with Havant Borough
Council which could influence or affect the impartiality of
HCP
Board
decisions.
Roles and Responsibilities of
HCP
Board Members
- Ensure senior, decision-making level of representation at
HCP
Board
Meetings and consistent attendance rather than substitutes
- Give feedback on and raise profile of, the
HCP
, in own organisation
- Bring business plans to the
HCP
Board table
- Incorporate the key priorities of the Havant Sustainable
Community Strategy into own organisations’ corporate/business
plans
- Establish/share information about, joint work that is happening
and agree how best to reduce duplication/add value.

Meetings
HCP
Board
Meetings are held every two months commencing in January each year,
and are open to members of the public to attend. Items for
consideration for the agenda can be forwarded at any time to the
HCP
Manager.
(Items received later than three weeks prior to a meeting may be
deferred to the next meeting if the agenda is full by that
date).
Community Boards
Community Boards’ Meetings are held monthly. Items for
consideration for agendas can be forwarded at any time to the
Community Boards’ Support Officer.
Scrutiny Arrangements
HCP
It is anticipated that scrutiny of Local Strategic
Partnerships will form one element of the new Comprehensive Area
Assessment to be introduced from April 2009.
Community Boards
The operation of the community boards is scheduled to be
scrutinised by the Environment and Community Overview and Scrutiny
Board of Havant Borough Council, on 7 April 2009.
